Voting just before dawn on Thursday, the California State Senateand then Assembly voted to approve a $42 Billion dollar budget planthat attempts to meet the current 08/09 shortfalls and budgets for the09/10 budget year.  The budget was passed as multitude of taxincreases, program cuts, and borrowing while relying heaviliy on aseries of special election ballot intiatives to pass in order torealize alot of those funds.  You can read more from the LA Times, the Sacramento Bee, and the San Francisco Chronicle.
